Billing and Payment Policy 

New Accounts

Each New account will require the property owner to fill out an SCA Water and General Services Application and pay a deposit, based on occupancy, as follows:

Single Occupancy:  $130.00
Double Occupancy: $150.00
3 or More Occupancy: $200.00

  • If an account becomes delinquent to the point of discontinued services, the deposit will be applied to the oldest unpaid balance. Services will only be resumed when the account is paid in full and a new deposit is received by the Stelle Community Association (SCA).

  • Deposits shall be refunded when a member no longer requires SCA services, provided that all SCA invoices are paid in full.

Delinquent Accounts

  • A $5.00 late fee is charged on each invoice when payment is not received by the due date.

  • A $25.00 Late fee is charged each month on each invoice when an account balance becomes 30 or more days Past Due,

  • When an account becomes 60 days past due, a 10-day Notice to Discontinue ALL SCA Services will be issued.  If full payment is not received for the total past due amounts, or an agreed-upon payment plan signed by the property owner and an SCA Board member within these 10 days, all SCA Services will be discontinued until the account is paid in full.  In addition, if the water is shut off, all policies and additional fees related to water services shall be enforced and complied with before water services will be resumed.   

  • Failure to comply with any term of an agreed upon payment plan shall place the account into default, and the original Notice to Discontinue ALL SCA Services shall be enforced without further notice.  

Per Section 5 of the Stelle Community Association Bylaws, this policy was approved by a majority of Class B members at a membership meeting on August 11, 2008. This policy is in effect on August 11, 2008 and supersedes any Billing and Payment Policy prior to this date.
